Jessica Whalen
Senior Manager, Implementation Monitoring and Support
Jessica Whalen is a senior manager with Public Impact, focused primarily on monitoring and supporting implementation of Opportunity Culture models in schools and districts. Before joining Public Impact, Whalen taught middle and high school mathematics in Tennessee and Kentucky, during which she dramatically increased her students’ learning gains. Most recently, she served as an accountability data analyst for the Tennessee Department of Education, where she developed and implemented school and district accountability frameworks. In addition, she has been a charter school application evaluator for North Carolina, and for North Carolina State University, she created assessment items for a digital learning system based on learning trajectories for middle grades mathematics. In 2018, as a “Social Impact Scholar,” she received a scholarship to go through the Nashville Entrepreneur Center’s start-up program, awarded for scholars’ transformational ideas. Whalen holds an M.S. in education from the University of Kansas, and a B.S. in mathematics and minor in psychology from the University of Alabama.
