Leading Approaches to Philanthropic Investment in the Charter Sector: A Scan of Four Cities
 
This report shares insights into the investment strategies, decisions and outcomes of the charter school-related giving of philanthropies in Albany, Denver, Harlem and Houston.  
 
The report, made possible with support from the New Orleans-based foundation BCM, details findings in the following three areas: 
 
Investment strategy development. Funders prioritized both an outcomes-based focus and an adherence to their theories of change to achieve desired results. In addition, foundation officers frequently targeted a narrow set of obstacles in an effort to remove bottlenecks to reform.
 
Investment decisions. Foundations focused on five areas of giving in the charter sector:
  • Direct grants to support and scale-up successful charter schools,
  • Facilities support,
  • Human capital development,
  • Advocacy, and 
  • Charter support organizations and charter associations.
Measuring impact. Foundation officers relied on interim measures of academic, operational and community-based metrics to evaluate outcomes.  These measures included short-term measures like test scores, and longer-term metrics such as college matriculation and persistence or lifetime earnings.
