Joy McDowell

JOY MCDOWELL is a consultant with Public Impact, focused primarily on supporting Opportunity Culture school design and implementation within schools. Before joining Public Impact, she was an operations manager with DC Public Charter Schools. Much of her career has involved supporting marginalized students, including managing projects for unaccompanied homeless youth and youth in foster care, part of her focus on equity and antiracism within the education system.  She holds a B.A. in public policy from the University of North Carolina at Chapel Hill and an Ed.M. in education policy and management from the Harvard Graduate School of Education.
